As indicated earlier, a minuted Agenda Meeting was held on 05-07-2024 under the chairmanship of respected CGMT Sri. B Sunil Kumar, CGMT BSNL Kerala Circle along with Sr. GM HR/Admin Sri. R Satheesh , DGM(HR) and AIGETOA Kerala. The association was represented by Circle Secretary Sri Maxmilan K, Chairman Sri Saheer S, CFS Sri. Sambhu Chandran, VP Sri. Anil Kani, VP Sri. Prajeesh , ACS Sri. Abdul Basith & ACS Sri. Anoopdas.
The meeting started at 9:30 AM and lasted for 1&1/2 Hrs. Detailed discussions were held on the matters represented by the association and the management assured for positive resolutions of various pending issues.
1. Request Transfers
Association pointed out that even though majority of request Transfers are issued, there are still pending cases which need to be done. Also we have pointed out certain instances of pick and choose transfers which were not in practice earlier. CGMT assured that all inter BA OTP requests will be considered and orders will be issued as early as possible.
We have also pointed out the non uniformity in AGM allotment and those BAs which need AGMs are not been given. The situation of some BAs was discussed in particular. CGMT mentioned that there are no acute shortage of AGMs in Circle, except in Kottayam and Alleppy to some extent
Further, we flagged the lack of follow up actions from management, after options were called soft tenure stations on 08-04-2024. It was assured by management that the list will be published immediately and processed as per vacancies.
We also highlighted lack of rotations in certain sensitive posts like legal wing indirect loss to BSNL on account of slow disposal of cases multiple adjournments of judicial proceedings. Management replied that norms are being followed and aberrations, if any, will be addressed.
2. Disbursement of Allowances of new LICE JTOs
Before discussion on this point, CGMT informed that inline with Sir's commitment made to this association in the last meeting, the file for disbursement is already approved and orders issued on the previous day evening. Now all the applicants will get the eligible allowances through their salary. Necessary instructions is given to all BA units. We thanked CGMT for upholding the commitment made to AIGETOA. Management pointed that the documents shared by AIGETOA from different circles helped to take the decision at par. Further CGMT personally shared a signed copy of the order with Association in the meeting itself
3. Processing of pending Rule-8 requests
We once again reminded the earlier assurance to AIGETOA in this regard. We have submitted to CGMT to consider the pending cases applied through ESS as per directions. It was also pointed out that around 90+ executives have already relieved from Kerala Circle from same GATE batch and the remaining executives have completed more than 6&1/2 years. CGMT informed 21 cases are already approved and assured us that the cases will be processed in the best possible manner. An ERP system update is specifically coming for Rule-8 by 15th July 2024 and all aspirants are asked re-apply in ESS once again when system is ready by around 15th July -2024. Accordingly, all the approved cases will be processed.
4. Fixation of increment of LICE JTOs on TBP & Promotion
This matter also presented in detail by the association and requested for early settlement. We have pointed various instances were the employee friendly decision were taken by the management in earlier times. CGMT informed that, by taking the inputs with our earlier meeting , one clarification was sought from corporate office and the same is awaited. Association pointed that it was delayed for months and requested for empathetic consideration. Respected CGMT directed Circle HR section to put up the file once again and one time settlement will be made at the earliest .
5. Laptop Reimbursement proceedings & Uniformity in allotments
Association requested for early compliance of the corporate office order dated 20/3/2024 for starting the laptop reimbursement policy in Kerala Circle. It was assured that necessary clearance and communication will be made at the earliest for enacting the policy in Kerala Circle.
Further we have pointed out the non-Uniformity in allotment of laptops as awards and suggested to streamline the same , so that all executives are benefitted. The lacunae pointed out by AIGETOA in this regard was well taken by management and informed that in future such matters will be taken care of. By the end of the year all the executives will be benefitted .
6. Posting of Exclusive regular GMs in BAs
Association pointed out the non-availability of regular GMs in Large BAs like Kannur, Kozhikode which have additional revenue district also. The case of Kollam BA which is also a corporation and Pathanamthitta BA also mentioned. It was informed that CGM will personally follow up the matter and will continually followup with Corp office.
The meeting was held in a cordial environment and We hope that the CGMT & Circle management will resolve the concerns pointed as per assurances. AIGETOA will be closely watching the resolutions / results and committed to protect the welfare of employees as needed.
